Log is as administrator typing shutdown replies with you must be logged in as root

That's right, shutdown is a privileged command. Please read the section "Accessing your administrator privileges" in the Syllable Server manual:

http://web.syllable.org/Server/README-SyllableServer.txt

In short, system commands can be run with the sudo command, the administrator account has rights to use sudo, and sudo can be abbreviated to just s.

s shutdown

will therefore work, but also refer to section "Shutting down and restarting" in the manual for easier versions of the shutdown command.
